NEW YORK - The following summaries of inmate suicides in state prisons are based on reports by the state Commission of Correction, which investigates selected deaths in correctional facilities statewide.
Damir Nassyrov Downstate Correctional Facility July 13, 2008
Two factors played a role in the death of inmate Damir Nassyrov on July 13, 2008, at Downstate Correctional Facility in Fishkill: slow response by an ambulance and an inadequate assessment for suicide risk, according to a report of the state Commission of Correction.
Sentenced to serve four years for attempted rape, Nassyrov hanged himself by a state-issued shoelace at the age of 40.

ST. CLOUD, Minn. - A familiar scam has popped up in Stearns County, with elderly victims receiving phone calls asking for several thousands of dollars to be sent to foreign countries so their “grandson” can be released from jail.
Kitsap inmate fixes jail ’good time’ calculations

It was December 2009 and Pierce was facing a two-year stint for possession of meth. He knew that he’d be credited for the 213 days he’d already served in the Kitsap County jail leading up to his trial and sentencing. He also knew that he would have time taken off his sentence for good behavior. Under Kitsap County’s policy, inmates at the jail can get one-third off their sentence if they behave themselves behind bars.
But when a corrections officer handed Pierce a form that detailed his “good time,” he knew instantly something was amiss.

Texas - Parker County Sheriff Larry Fowler wants to inform the public of a scam that could happen to any unsuspecting person.
A Parker County resident reported she was contacted by Correctional Billing Service, which stated she owed an outstanding balance on her phone bill for collect calls made by an inmate at a local correctional facility.
The caller identified himself as a deputy and asked her if she knew a particular inmate.
They plead no contest to charges in the 2006 beating and resign from the Sheriff's Department.

Three former Los Angeles County sheriff's deputies accused of punching and kicking a jail inmate in 2006 were convicted of assault charges Wednesday.
The men were accused of attacking the inmate at the Men's Central Jail after he made an obscene gesture to a custody assistant. While being transferred to a disciplinary area, he was beaten by the three deputies, resulting in a fractured cheekbone and injuries to his rib cage and ear.

Louisiana - FOX 8, in working with out partners at The Lens, has learned the Orleans Parish Sheriff is moving forward with building a brand new jail complex to house 400 inmates, even though a group has just been formed by Mayor Mitch Landrieu to study the actual capacity needs for Orleans Parish Prison. Opponents question the sheriff’s transparency. The sheriff calls them liars.
"I'm not supposed to go home," DeLuca said she told the guard. It was May 6, and she had nine days of an 18-day sentence left to serve for violating probation on a criminal-trespass charge.

DOC Spokesperson Doug Garrison says the 600 employees are being subjected to drug tests and illegal contraband searches. So far, half the staff has been tested for drug use.

The report says the department tried to save money by releasing prisoners early but failed to take into account the possible impact on public safety.
MGT stands for "meritorious good time." It's the credit a prisoner is supposed to get for good behavior that can reduce a prison sentence by months or even years.
